
Joanna Valle Luna
Joanna Valle Luna is a Senior Policy Associate at Good Energy Collective, where she leads the design and execution of rigorous data-driven projects focusing on nuclear power’s role in decarbonization. She develops robust quantitative methodologies and modeling approaches, oversees multiple research projects simultaneously, and guides cross-functional teams of researchers, data scientists, and policy analysts. Her work ensures methodological rigor, data integrity, and high-quality deliverables that inform energy policy and advance sustainable solutions.
With over a decade of experience in monitoring, evaluation, and learning (MEL); impact evaluation; and strategic research, Joanna brings global expertise spanning Africa, Asia, and the Americas. Prior to joining GEC, she served as Research Manager at Manaus LLC, where she directed international MEL and social impact projects for clients including the Inter-American Development Bank (IDB), World Bank, Mars Inc., Levi Strauss & Co., and the U.S. Department of Labor. She also worked as a Research Fellow at the IDB, co-authoring influential studies on inequality and trust in Latin America, and as a Field Coordinator for the World Bank’s Development Impact Evaluation team in Ethiopia. Earlier in her career, Joanna worked with Mexico’s Ministry of Economy, where she evaluated and managed national entrepreneurship and business development programs.
At GEC, Joanna is responsible for producing research reports, policy briefs, and presentations that effectively communicate findings to policymakers, industry leaders, and the public. She also contributes to shaping the organization’s research agenda by identifying emerging questions, strategic partnerships, and funding opportunities.
Joanna holds a master’s degree in International Economics from the University of California, San Diego, and a bachelor’s degree in International Affairs from the National Autonomous University of Mexico (UNAM). She is fluent in Spanish and English, with additional skills in French and Japanese. When not immersed in research and polishing coding skills for data analysis, she enjoys practicing yoga, painting, and journaling (especially in watercolor); learning new languages; and exploring her passion for coffee, enriched by her time living and working in Ethiopia, the birthplace of coffee.
