Good Energy Collective brings together researchers, policy analysts, and communications professionals with deep expertise in nuclear energy policy, energy markets, supply chain dynamics, and community engagement.

Our team combines rigorous analytical training with hands-on experience in federal and state policy — people who have worked in government, academia, and the energy sector, and who came to GEC because they believe independent, evidence-based research can change how nuclear energy is understood and deployed in the United States.

Erik Funkhouser

Executive Director

Erik is a strategic organizational leader with over 12 years of experience in climate change research, policy development and advocacy, and technology innovation. His expertise includes emerging technology market development, market transformation, and design and implementation of research, development, and demonstration (RD&D) initiatives. Erik has worked in government, held research roles at multiple universities, and served as a leader and subject matter expert for a prominent U.S. energy and climate policy think tanks. Erik became permanent Executive Director in January 2025. He draws on experience leading climate and energy programs at Columbia University's Center on Global Energy Policy, NYSERDA, and the Energy Institute at UT Austin. He has expanded GEC's research and government affairs capacities and positioned the organization to address the most immediate constraints to responsible nuclear deployment.

John Cornwell

Senior Director of research

John Cornwell is the Senior Director of Research at Good Energy Collective, where he leads research and policy initiatives focused on responsible nuclear energy deployment. He has over 12 years of experience working on energy and climate policy across the government, academic, and nonprofit sectors, with expertise spanning policy analysis, program evaluation, and research design. His work focuses on developing evidence-based frameworks for nuclear deployment that emphasize rigorous analysis and community benefits. He is dedicated to ensuring that policy development is grounded in objective research to support decision-makers in advancing responsible deployment of nuclear energy, which will play a critical role in achieving deep decarbonization and an equitable clean energy transition.

Dilge Ozkan

Research and Policy Manager

Dilge Ozkan is a sustainability and energy specialist with over nine years of experience driving energy system transformation, advancing building performance and decarbonization, and shaping the social and policy conditions for clean energy adoption. She has worked with nonprofits, foundations, government agencies, and private-sector clients managing more than $10 billion in assets, providing expertise in portfolio-wide decarbonization, ESG strategy, operational optimization, behavioral analytics, and regulatory compliance. Her interdisciplinary background in data science, energy systems, and economics allows her to design innovative tools that strengthen decision-making, reduce carbon emissions, and enhance organizational and community resilience.

Julia Sweatman

Senior Policy Associate

Julia Sweatman is a Senior Policy Associate at Good Energy Collective, where she leads policy and research initiatives that span clean energy, community engagement, and public health. With master's degrees in Environmental Management and Environmental Health from the Yale Schools of Environment and Public Health, Julia brings more than four years of expertise in research, data analysis, and policy development. Her work focuses on advancing climate policies and clean energy technologies that will yield gains for energy communities and their health.

Isul Kim

Operations and Finance Associate II

Isul Kim is Operations and Finance Associate II at Good Energy Collective, where she ensures that operational and financial systems run smoothly and supports GEC in achieving its organizational and strategic goals.With 12 years in nonprofit operations, finance, and management—and several more across corporate and creative industries—Isul brings a broad range of professional experience. Her nonprofit work has spanned mission-driven organizations focused on human rights education, youth development, environmental justice, and public and community health. She built her operations foundation as chief of staff at We Are Family Foundation, a global youth changemaker accelerator.

Pedro Pozas

Research Analyst II

Pedro Pozas is a Research Analyst II at Good Energy Collective, where he aids the Policy and External Affairs team on the ongoing Collaboration-Based Siting (CBS) project. He began working with GEC during his senior year as an undergraduate, and continued after obtaining his Bachelor’s in Environmental Engineering from the University of Notre Dame. Pedro is responsible for aiding in jurisdictional analysis, completing community profiles, creating workshop materials, facilitating CBS community interventions, and collating and analyzing data.

Matt Bowen

Senior Fellow

Matt Bowen is a Senior Fellow at Good Energy Collective, where he works closely with the research and policy teams to advance reforms in key areas of energy policy. With a Doctorate in Physics from the University of Washington, a bachelor’s in physics from Brown University, and close to two decades working in government, Matt brings a background in particle physics and extensive expertise in nuclear energy, waste, and legislative analysis. His work focuses on small modular reactors, nonproliferation policy, and global dimensions of nuclear energy.

Lisa Marshall

Senior Fellow

Lisa is a Senior Fellow at Good Energy Collective, where she supports GEC’s social license research, helping to inform more effective stakeholder engagement practices by advancing the foundational science of community engagement in energy infrastructure. Lisa’s educational background includes a master’s in Geography with an emphasis in nuclear energy geography, from the University of North Carolina at Chapel Hill, and a graduate certificate in geospatial information science from North Carolina University, where she is nearing completion of a Doctorate in Higher Education with a focus on engineering education. Lisa brings more than two decades of expertise in engineering education and a strong focus on the importance of fuller participation gender equity in the field of engineering.
